Here are the steps: Wash it down and clean with TSP Trisodium Phosphate powdered cleaner (by Savogran) dissolved in water, then rinse and dry. Take it apart (handle, base with wheels removed, and wheel assembly) and wipe down articulating components. Lightly sand everything with fine grade sandpaper. Wipe all surfaces with a clean dry cloth. Now you're ready to paint using oil-based paint for metal surfaces (such as Rustoleum), with a paintbrush (not spray paint). Use two coats, allowing for drying between coats. The best way to dry is to hang the pieces on a clothesline, using metal clothes hangers taken apart and bent to match each part. When it is fully dry, reassemble and you have a fully restored cart for your hose reel.
